The License and the Certificate of the Ministry of Justice of the Republic of Belarus are required in order to be entitled to practice law.
Belarusian State Law Qualification Examination: equivalent of a Bar Examination.
Law firms in Belarus were admitted to private law practice in 1991.

Belarusian law prescribes that the license to practice law is granted to those companies, which have at least two employees with the certificate of the Ministry of Justice. The mandatory license requirement states that legal services shall be provided only by those employees, who possess the respective certificate.
The certificate of the Ministry of Justice shall be granted to lawyers who have completed legal qualification and received Diploma in law, have work experience and successfully passed the State Law Qualification Examination.

Since the State Law Qualification Examination is designed to test knowledge of law and professional skills to determine whether a candidate is qualified to practice law, this examination is analogous to the Bar Examination. `
Bar Examination is a special test for lawyers, which is conducted to determine whether a candidate is qualified to practice law in a given jurisdiction. In different countries Bar examination is conducted differently, i.e. is divided into stages or not, is only based on written tests (essays) or also includes an oral part. The number of stages and the process of the examination is a matter of discussion and its standards are constantly changing and improving in each country. In particular, starting from 1931 an American non-commercial organization − National Conference of Bar Examiners has been cooperating with other institutions and organizations in order to develop, support and implement the reasonable unified standards for granting the admission to law practice in the USA. It is fair to say that if the applicant passes this examination, he or she receives not only the opportunity to practice law, but also shows the level of knowledge of law, because the examination serves as a ‘quality mark’ when assessing the background of a law specialist.
